I stole these graphs from /#/ but Gen3 was a continuation of momentum rather than instigating it.
As you can see Pippa has been on an absolute tear since Sept/Oct. Tenma, Lia, Shiina, even Uruka as Phase's secondary hitters picked up in Oct, and then in Nov the whole company was dragged along. This was helped along with a change in how YT counted live viewers which happened on Nov 11 but things were well underway before that.
Euphoria coming out in December was fortuitous timing because it kept the momentum going.

You have indies (Kannagi Tenri, maybe MaiR and Asano Ruri, there are some 2-3view gems as well) and maybe some corpo (Hoshimeguri's Mochimochi Sakura who I think will host her own relay, Re:AcT also has seasonal relays with half of the participants from outside the company so they can register and mingle with other more known indies, 774inc Vsingers who tend to join, and possibly Re:AcT members themselves (the newish member Coucourua Creil often collabs with random Vsingers, if good enough there's Usuwa Suu and Lisa Makoh, the loli route with Yumekawa Kanau, Amakawa Hano, and Tsukushi Aria. For exceptional singers there's a potential collab with Shishigami Leona and Hanabasami Kyo). After the relay and getting established, they can try Rikka's contest as well.

Collabing with corpotubers isn't that simple. Unless they have past life links and some of the corpo tubers "accidentally" found a promising talent, there is no direct incentive for collaborations.
